Can't get tuner to connect

I bought a used tuner and I can't get it to connect it keeps saying unable to connect to interface. I am using the keyspan with it and downloaded the version 1.2.4 and the keyspan driver from gmv6pcm.com and still have no luck. Red light on PT is blinking as well as the green light on the keyspan. Please help I want to start using this and i can't figure it out. i will try anything. Thanks

pull the dic fuse i believe on the 04 + but i just replaced the serial cable on jeff's and seems to work now, but his is serial to serial, not seriel to usb(keyspan)

I think it was a bad keyspan driver
